Time to Act?

Respected Prime Minister Sir,
This is my second letter to you although on a different issue.I am not sure whether my first letter was read or not but that does not deter me from writing another letter to you because I believe “लहरों से डर कर नौका पार नहीं होती कोशिश करने वालों की हार नहीं होती”.
Sir, I urge you to bring in a law against rape in which all adult family members of the rapists family will be arrested.I mean what kind of a society are we a part of where we live with the rapists,murderers etc who get 10–15 days police or judicial remand for brutally raping young girls and then with help of the so called “bail” move out. Today common public fears more from courts/police/private hospitals than anything else.The shielding of culprits of rape under the name of Human Rights is utterly disgraceful.How can the court decide if raping a 4 year old rarest of rare or not? I know my words are not in sync with the constitution and sounds to be more of an emotional outburst,but I want to remind you that when the public sentiments go beyond control it’s the constitution that is either changed or removed forever,and history has witnessed it. In my home state Bihar, if a person consumes alcohol, all adult family members will be arrested and even death penalty has been provisioned but why such lackluster approach about rape convicts. Do human rights activists want us to believe that a person who rapes a 4-year-old or a 17-years and 364 days-old who rapes a any woman and later kills her should be given a chance to live again and be rehabilitated because he is yet to be an adult to understand what crime he has committed? Do we care about the family members who lost their daughter/sister/wife/mother? 
I was outraged to read an article titled “ How 8-yr-old brave heart led police to her rapists” in Times of India dated Aug 25,2016.This girl’s mother earns 300 per month, i mean we spend more than 300 per month on our Tata Sky recharge or even my smoking habit needs more than 300 per month. The police have nabbed the culprits courtesy the brave child herself,but doctors say she might not recover from the trauma.Prime Minister Sir, she is just 8 years old and a student of class I.
Only a PM like you can change the way our country thinks. Strict laws are the need of the hour.We are making lives of our girl’s very cheap. A rape costs years of emotional trauma for the victim, 15–20 days in jail for the convict and then the much awaited bail, and then the never ending wait for the family. “Nirbhaya” died in 2012 and even till 2016 this country is yet to witness her rapists being executed.
We are the best hypocrite society in the world.We worship Durga/Lakshmi/Saraswati but we don’t value the lives of those who represent them in the modern world.We have grown into a society where there is a price tag for everyone from rape victims to accident victims to terror attack victims. But, in the race to awarding price tag we have removed emotional tag.
I guess it is rightly said “everything comes with a price”.
I do hope my nonsense makes a bit of sense and you will send a tough message to this country that India will not tolerate rapists anymore.
