American Samoa is a territory, but unlike Puerto Ricans, Virgin Islanders, Northern Mariana Islanders, and Guamanians, they don’t have citizenship at birth. They have to go through naturalization, as American Samoa is still an “overseas possession” rather than a commonwealth.

Regardless, Gabbard gets citizenship via her Indiana-born mother, so the point is moot.
