All key markets — biggest consumers of IT services (first of all, US/Canada and Western Europe) have always faced issues with the scalability of their IT teams. Finding a decent data scientist in London in 2020 is not any easier than finding a decent COBOL programmer in NY in the 70’s.
These days, forming a new team of hundreds of people to launch a big project is sometimes nearly impossible to do even for large enterprises in hot IT hubs of the western world (unless they are willing to spend a fortune and invest plenty of time into it). But the similar problem would appear when a prominent early-stage start-up from New York or London would want to scale their delivery team with 3 developers and 1 quality assurance engineer. While the reasons for these situations are not necessarily the same, the result would be equally disappointing:
