‘What can we say about him? Sometimes, he turns up and does things for what appears to be entirely his own amusement, and because of this, our expertise has drawn the conclusion that there is perhaps no answer, no real reason for his being here. Of the decisions he makes and actions he takes, not everything leads to something. Sometimes, he does things for fun. Sometimes, he destroys things to make way for something else. And sometimes, something is created that has quite inexplicable value.

In the entirety of human history and human events, across all conceivable timelines and universes, we can confidently say this — his presence marks creation, or destruction, or nothing at all.

We have learnt that not every event we mark him at is for ‘good’— he is at ‘bad’ events too. We cannot deny this, and we cannot ignore it. Not all of his behaviour is to be celebrated. The romantics among us believe that even in infamy, his actions are part of some great butterfly effect, for our end-benefit — for a greater good, but for the most of us, in our heart of hearts we know that this is not the case. His presence does not mark good. It does not mark evil, or even significance. His presence simply sets the wheels of chance into motion. What will be, will be. I fear we could not stop him, even if we wanted to. We can simply watch, and record, the long and continuing history of the Arbiter…’
