This is a greater risk of having elections thrown into the house of Representatives using proportional selection of Electors even if a minimum cutoff of 10% of the vote if required for a candidate to be eligible for allocation of Electors. Finally both options would encourage voters to turn out because under both methods all votes are count and are equally important.

GREAT PIECE! Thank you for sharing. I just noticed a couple of (minor) typos in these two sentences that you may want to bring to his attention:

and:
