As warden at the Federal Bureau of Prisons in Safford, Arizona, and interim warden in Dublin, California, Mr. Dulgov oversees a range of activities, from recruiting, training, and supervising staff to managing budgets and ensuring proper treatment of all inmates. Art has a diverse background in teaching, managing teams, mentoring, and coaching new and experienced staff members, department heads, and Associate Wardens.

As Warden, Mr. Dulgov has responsibility for supervision of all aspects of the institutional functions, including oversight of a Unicor factory, Federal Prison Industries. Mr. Dulgov has established institutional goals, priorities, policies, and operational objectives. Mr. Dulgov established a vision supported by national policies and local procedures. With more than a decade experience in prison management, Mr. Dulgov developed specialized as well as a more generalized skill set that has prepared him increasingly complex responsibilities.

Mr. Dulgov has comprehensive understanding of the correctional setting, including inmate programming, treatment, release, policies, regulations, procedures. As a former teacher, Mr. Dulgov is particularly skilled in staff training. Mr. Dulgov has trained an Associate Warden in the evaluation process, while modeling and teaching the fundamentals of prison management with an emphasis on high standards and ethics.

Mr. Dulgov has taught Leadership Development courses, trained new executive staff, and helped them develop the skills they will need as they progress in their careers. As warden, Mr. Dulgov formed a Policy Review Committee who have compared national policy, institutional supplements, local procedures and memorandum to eliminate discrepancies. To detect and deter incoming contraband, Mr. Dulgov modified incoming mail procedures ensuring all incoming mail be photocopied. All incoming photographs and literature initially rejected by the mailroom are given a 1° of separation and correspondence review, then, if deemed appropriate, contact are blocked to prevent future occurrences on inappropriate of contraband.

Mr. Dulgov carefully monitors employee and inmate morale by making frequent rounds to all departments on all shifts. Mr. Dulgov makes a point to speak at inmate graduations and promotions ceremonies demonstrating support for his staff and local programs. Mr. Dulgov conducts regular conference calls on all three shifts, sends informational email to staff, and conduct staff recalls in an effort to disseminate information, dispel rumors, and address questions that arise. Mr. Dulgov investigate and address inmate behavior through logical consequences and discipline.

During a major institutional disturbance Mr. Dulgov secured the facility and activated our local Disturbance Control, Crises Support, Planning Section, and Emergency Response Teams. Additionally, Mr. Dulgov requested assistance from the Arizona Special Operations Response Team and Basic Prisoner Transport Staff from other facilities to escort injured inmates to the local hospital.

Executive Assistant / Camp Administrator at the Federal Correctional Complex (FCC), Mr. Dulgov managed a variety of programs and operations in a correctional environment. He served as the Complex Public Information Officer, PIO, issuing press releases and coordinating inmate interviews. Mr. Dulgov coordinated all institutional tours, including several high profile tours for federal judges, Tucson Mayor Jonathan Rothschild, and Congresswoman Martha McSally. Mr. Dulgov was the Institution Character Profile, ICP, Coordinator and received high marks from Western Regional Office staff for my handling of the ICP. He was a member of an ICP team at the Federal Correctional Institute Sheridan and was the Chairperson for the annual Combined Federal Campaign, CFC, Correctional Worker’s Week, CWW, and the Affirmative Employment Committee, AEC.

As the Administrative Remedy Coordinator Mr. Dulgov worked closely with Executive Staff and Department Heads to resolve inmate concerns at the institutional level. During his tenure, Regional Administrative Remedies originating at FCC decreased by over 50%, which was a result of a changed workflow and increased communication between Department Heads, inmates, and close partnering with the legal department As Camp Administrator Mr. Dulgov approved inmates for halfway house placements, furloughs, special visits, and town driver applications among other duties. These experiences provided him the skills and abilities to understand the custody, treatment, training, and release of inmates. Mr. Dulgov has a thorough and comprehensive knowledge institution’s policies, program regulations and procedures. Mr. Dulgov has provided training to subordinates, coordinated leadership activities and evaluated the performance of subordinates.

Prior to serving as Warden, Mr. Dulgov was a teacher in for the Federal Correctional Complex in Tucson where he was charged with instructing and training prison staff and inmates on various topics. He has served as an Equal Employment Opportunity counselor and adult continuing education coordinator. Furthermore, he created lessons and teaching methods for the vocational program Custodial Maintenance and GED, ESL, and VT classes.

As the Supervisor of Education at the Metropolitan Correctional Center (MCC), New York, Mr. Dulgov evaluated all education and recreation programs, evaluated instructors, instructional methods, and reviewed materials used for instruction. With the addition of new technology Mr. Dulgov evaluated and purchased new equipment and software for literacy programming and testing. Mr. Dulgov utilized employees and volunteers to ensure the education department was responsive to the education, recreation activity, and leisure needs of the inmate population were being met. Mr. Dulgov used key indicators to compare operations and prepare quarterly and annual reports for Executive Staff. Mr. Dulgov developed local procedures and updated which enhanced the overall operation of the education program and other leisure activities. Mr. Dulgov established new education, recreation, and leisure programs which included new volunteers and expanding services to the inmate population. To expand programing opportunities, Mr. Dulgov recruited volunteers to offer programs such as: The Moth, Yoga, Chess, Focus Forward, Getting Out While Going In, Toastmasters, and GED Tutoring through Petey Green. Under the leadership Mr. Dulgov MCC New York was awarded the Golden Apple for the Northeast Region in 2013 and his final Program Review, prior to promoting to Executive Assistant, was rated as Superior with zero deficiencies.

Mr. Dulgov served as the Prison Rape Elimination Act and coordinator at the Metropolitan Correctional Center, San Diego, California and the Federal Correctional Complex in Victorville, California.

In 2019, Mr. Dulgov received the award for “Excellence in the Pursuit of Justice” from the United States Attorney for the Southern District of California.
