In this you are correct, but herein lies the sticky widget, which I’m sure you’d agree. The market and only the market should decide. Not Governments or their agents, politicians, bureaucrats, managers, economists, wonks and other functionaries.

The whole problem with the ‘per dollar basis' is that governments often manipulate the real cost or prices, not to mention the need for such expenditures, to suit a valued constituency. Who would stand to benefit from such largesse. Because you just know that there will be winners and losers along the way towards climate nirvana.
