I think the world where the US has to worry about a lack of something in another country is over. The clear alternative if they care so much is to lift the embargo, all the way, allowing (sort of) cuban people to acquire the means to connect to the web. This doesn't address the issue that cubans can’t afford things that on a international scale are basic, reform is necessary, but not from the outside, not another bay of pigs.
