In his speech: Nagsimula bilang pansekondaryang paaralan na pinamamahalaan ng mga Amerikano noong 1904, nagiging Bulacan Trade School noong 1909, Bulacan National Trade School noong 1953, Bulacan National School of Arts and Trades noong 1957, at sa huli ay naging Bulacan State University noong 1993 sa bisa ng Republic Act 7665.
