I think every legislative body should do as the Founding Fathers did during the Constitutional Convention. on the first day, Ben Franklin offered a motion that each day open with a prayer. The motion was resoundingly voted down as a waste of time. The Founders continued to meet without prayer.

Simple. They understood that they were men going about man’s business and success or failure would depend only on men. Same is true for a town council.
