The Forecast: The recreational voter initiative in California next year will get most of the mainstream media attention, but it will be the ballot initiatives in states like Massachusetts, Missouri and Arizona that will set three trends far more significant than the parched Golden State joining the Green Rush.

And yes, that ugly drought is going to complicate the vote next year in California quite a bit if entrepreneurs, investors, farmers, retailers, criminal justice reformers and the state treasury don’t get their act together.
