Normally a President would go out and meet constituencies to get the support that the Senators need, but Trump couldn’t do that because during his campaign he promised something completely different than what is being delivered. It would have been the shout-fests that town halls have become.

The Democrats have actually played this pretty well — they just stayed out of it and let the Republicans fight among themselves. Republican voters who believed Trump’s promises will probably be angry (hopefully at themselves, mostly).
