Great post. This ‘levels within levels’ seems to align with another article entitled “WTF is Strategy” (that one by Vince Law on hackernoon). If you map the your head of marketing’s objective with Vince’s ‘vision’ and your social media coordinator’s ‘tactic’ with Vince’s execution you get a lot of overlap.
And the second part of Grove’s comment also align’s with some of Russell Ackoff’s notions about business. Ackoff uses the terms “policy and procedures”. Sure he only had two levels in contrast to your three, but he also said some things about the embeddedness of this kind of thing to the tune of: “the higher level dictates the policy but the lower level dictates the procedure”.
