It’s shameful that someone lifted your work in such a blatantly obvious manner. There’s no excuse for this. Paraphrasing what I read in his response was basically, “The job market for designers is demanding and I want to get a job. I can’t articulate my thoughts or own design process for projects I’ve done. So I made the mistake of copying someone else’s hard work and got caught.”

Hopefully this individual learns something valuable from this. If he is indeed looking for work, what did he expect to gain from getting a job somewhere that would require this level of knowledge, skillsets, background, and experience that you put together here? He would have surely been put to the test and floundered in a true product design environment. You can’t BS your way in.
