Hello. I really like using Title case when writing Help and How To copy for the reasons you lay out. Quotes clutter up the line and are generally a bother. I think the use of sentence case with quotes for the longer guide name is interesting, but redundant. (Though it certainly sets it apart from the rest of the sentence.)
I also sometimes bold Help, How To, and Guide labels, section heads, and interstitial user notes in sentences to further separate the action from what people should be seeing as they try to learn or understand something.
