This doesn’t sound so much as a GA issue, but rather the challenges posed by anonymity on the internet, and attribution, which is just a big messy heap.

Another option is GA 360 — you get even level data via BigQuery, which would enable you to create your own custom queries + attribution models if you don’t like the de facto models that come with GA.
