The cars actually flow better than in other cities as far as I can tell. The only times the lights change at the majority of intersections is when the light is called by a pedestrian. Cars are forced to travel between neighborhoods on the larger thoroughfares which seem to be spaced 10–20 blocks apart. At those intersections the lights are not ped dependent. Additionally cyclists can call for a light with ped signals that face the road.
