Tavares, in one of the pictures is seen at a SR12 Ceremony (which I coordinated) with Bijan Sartipi former District 4 Director, has worked for the state since 1990, has been a District director since 2020. Sartipi attended the University of Pacific, Stockton with my late brother who who was killed in ’97 by a professional hit and run driver about 18 miles from the Western railway Museum where this ceremony was held. The accident about a mile from this bridge where this vehicle (with the transcraft label) pulled up at the draw bridge.

In collaboration with my boss ex Phyllis Moore-Lewise and Jayne Bauer at STA (Both Seen State Route 12 Reconstruction Ceremony) I coordinated public outreach for this road rehabilitation project to save lives on Highway 12 aka Death Alley because it was one of the most dangerous roads in America https://www.reifflawfirm.com/dangerous-roads-america/ as well as the Rehab of Interstate 80 between Vallejo and Dixon. The public event was at the D.H. White Elementary School. My late brother Doctor Herbert Essien was killed in ’97 about eight miles from this location on State Route 12. He was on his way to work at Bio-Rad Lab in Hercules. So this was a special project. He drowned after he lost control of his Mazda after he was hit by a hit and run errant driver from Lodi. A few days after this event which attracted Federal, State and Local Officials who all applauded how well this event was coordinated, I received a call from an elderley Caucasian Man to complain that he did not understand me. From a crowd of about 180 people he seemed to be the only one who had a grievance. Everyone else was impressed at how well I coordinated this event, the video is proof. He was angry that a black man with an accent was in charge of such an important project. Publicity for the retirement of The Real McCoy 1, the oldest vehicle owned by the State, was also one of my accomplishments under Caltrans Fairfield Director Gerry Santiago.
