Solano: Key Decisions Made By Dixon City Planners for New AT&T Tower, Capital Improvement Project Plan and Upgrade of Old Gymboree Facility

Dixon, Calif — In a unanimous decision with one Commissioner absent, City Planners on Tuesday night voted to approve a Conditional Use Permit (PA 22–06) and Design Review Permit ( DR 22–03) for a new AT&T communications tower/facility that will improve telephone service and communications in the Dixon area and environs.
One Commissioner Mark Cooley was absent.
Commissioners Jack Caldwell, Randy Davis, Baudelio Diaz, Loraine Hernandez-Covello, Janet Koster and Rubi Medrano voted in favor of a refurbished telecommunications facility that will include a 64 foot tall monopole with 9 antennas and 15 remote radio heads (RRH) on the top and corresponding equipment including walk-in cabinet, generator, and fencing located on the ground level.
In a document from AT&T outlined by Associate Planner Scott Greeley City Planners were told that
1. Current RF coverage in the area is poor.
2. Proposed site CCL02597 will improve both indoor and outdoor RF coverage in the area.
3. AT&T had lost site CCL00684 that used to serve this area in the past.
4. Proposed site will also improve network capacity for AT&T customers.
5. Modification project at CCL02418 will only add additional capacity and 5G coverage on the existing coverage footprint of CCL02418.
6. CCL02418 Modification project can not add new wireless coverage in the area between CCL00345 and CCL02418 where it is missing currently.
7. Proposed site CCL02597 will add new coverage in the following area circled below.

The new facility, patterned after a Walnut Creek Station is a real world example of some of the broadleaf model intended to better disguise AT&T Telecommunications Towers from interference, said Dixon Associate Planner Scott Greeley, followed by a presentation by AT&T Spokesman Matt Moore via Zoom.
Bedeviled by a rash of service hiccups that include hacking (This writer is a victim of identity theft via AT&T Uverse letter about photo simulation with someone, a lady with a Netflix Account, I am not a subscriber. I don’t have any addictions) and store thefts that peaked in 2019 with heist at stores in Contra Costa, Santa Clara, Stanislaus, San Joaquin and Solano Counties.

The new facility will ensure infallible reception enhanced by reliable service indoors and outdoors as well as reliable coverage in transit and photosimulation use hinted at by Greeley. “They believe this is needed especially in the south, east and industrial areas,” added Greeley before Commissioner Jack Caldwell ended the Public Hearing on the matter at exactly 8:24 PM.
City Council will make the final approval and those who object to it have until May 25 to challenge the AT&T project.
In other decisions the planners after an elaborate presentation by City Engineer/Director of Utilities Deborah Barr voted 4–2 in favor of an Update to the City’s 5-Year Capital Improvement Project (CIP) Plan which creates, improves, replaces, repairs, or permanently adds to City assets including: land, site improvements, parks, buildings, streets, bike paths, bridges, utility improvements, major equipment, computer hardware, and communication systems purchases.
Design Review Permit was also approved for a 125,712 sq. ft. expansion to the existing 427,042 sq. ft. warehouse building and associated site improvements at the 2299 Commerce Way Facility that used to House the Gymboree Distribution Center. The approval would add 223 net new parking stalls to the project site, resulting in an overall total of 452 vehicle parking stalls. In addition, 87 new semi-trailer parking stalls would be provided along the southern portion of the project site.
Currently the facility is leased to the Federal Government for storage and distribution of PPEs, Personal Protective Equipment and Medical Supplies some of which were recently airlifted from Travis AirForce Base to Ukraine. Just before his annual vacation Governor Gavin Newsom was in town, in a visit coordinated by the Office of Emergency Services, to assist with the goods enroute Europe.

I think this inexplicable mix-up is why AT&T is using a broadleaf Model Tower for it’s planned mast in Dixon, and absolves the city of Dixon from any illegal and unbelievable facial mix up in Walnut Creek. A former Attorney with the law firm hinted at this racial mix up concern at a Walnut Creek lunch before the firm filed for bankruptcy.
