I would suggest taking out this comma: “they must first agree not to send any harassing or unwanted, sexually explicit messages.”
To make the sentence much more clear, I would write: “…not to esen any harassing messages or unwanted sexually explicit messages.”
I don’t think this is a situation wherein you need a comma to separate adjectives before a noun. You could make things clearer by writing: “…unwanted sexually-explicit messages,” turning the last two adjectvies into a compound adjective. I’m sure people could debate whether those two adjectives qualify for the hyphen; but the New Yorker, which has a low threshold for compound adjectives, would certainly do it.
