He was a manager at Waymo. In this capacity, he would clearly have a legitimate business reason for having access to highly confidential data. However, having “access” to confidential data is quite different than copying mass quantities of said data to your own hard drives, which is almost certainly disallowed.

At the end of the day, you have to give your top people access to the information they need to do their jobs. So, you have to trust them.
