Not Swarm City was vulnerable, the parity multisignature wallet that we and more than 500 other projects used had the vulnerability. 
Yes I admit that when using open source you have to do your own due diligence and we (like many others) relied too much on the brand “Parity” and its founder Gavin Wood. Believing that the most used multisig-wallet, created by a founder of Ethereum must be a good choice to put the funds into it. 
However even if I own a car and leave it unlocked, because everyone in my neighborhood does so, it is still a crime if someone that notices the unlocked car simply shortcuts it and drives away. I have increased the risk of it getting stolen, but that does not make stealing it legal!
