However I was wondering if a design concept should be a product that strives to improve the current situation or should this issue be resolve from a higher level perspective to design a counter top that is extendable for micro-kitchens instead?
What is the best solution?

This, I think, is the beauty of design, you get to frame the solution around either of these boundaries, and I would frame that solution based on what you think will best solve the user’s problems. :)
