A leader has to take responsibility for the makeup of their team, that’s part of the job. If you think you’re a leader but don’t have the authority you need to manage that team (at the very least, a very strong voice in the team’s makeup), then the person above you who can make those decisions is the actual leader. You’re on their team.

Seen in that perspective, if you are leader then the original quote holds true as a tautology of sorts.
