Offline Storage for Progressive Web Apps

We are struggling to provide secure authentication for an offline first PWA that needs to store encrypted data (and which therefore needs to have decryption key held securely offline). There seems to be compromise everywhere, and no widely-accepted convention on how to best implement. This seems such an obvious requirement: I can’t believe that no-one has yet come up with an acceptable architecture. Any help/pointers on what I’m missing would be greatly appreciated.
