Fred, there are ALREADY laws in place that proscribe which people can be released on their own recognizance and which people can be released on bond and which people must be held without bond. I don’t need to reread the article because it assumes that those reading it understand that these laws already exist. Even judges are bound by these laws.

This article addresses a specific situation; people who are eligible to be released on bond but can’t afford a bond. Don’t you get it?
