That’s a distinct issue. Are you stating that the owners/drivers/occupants of these vehicles are not considered to be the responsible parties in these vehicles? Do they have immunity in any states? As I implied, responsible operation includes violations that can be arbitrarily enforced. I would think the owners of the vehicles are likely to be concerned with the potential curtailment or revocation of their driving privileges based on the actions of the robots they own and deploy on the roads. The manufacturers will then be concerned about their customers’ inclination to buy their products.
