A small missile might damage or disable a ship but not sink it.

The torpedo would not be nearly fast enough to reach their target in a timely manner. Anti-ship missiles like the Harpoon reach speeds in excess of Mach 3, not to mention China’s much-feared adapted ICBM missile as an anti ship weapon. By contrast, supercavitating torpedoes like the Shkval can only reach ~250 knots while having no chance of going undetected. I doubt you would launch a glorified drone sub and wait two weeks before evaluating whether or not it did its job.
