I think you might misunderstand the IARC classifications: “These categories refer only to the strength of the evidence that an exposure is carcinogenic and not to the extent of its carcinogenic activity (potency).”

In other words the list is not meant to compare risks. Microwave-frequency radiation is classified 2b as there is evidence that exposure might lead to glioblastoma, according to IARC.
