I think this could only happen in two situations:

It concerns me when a developer or designer uses the term, “stupid user.” Users should not have to be “smart” to use your interface. Also, consider people with cognitive disabilities. I would hope that nobody would call them stupid and that everyone would attempt to design inclusively for them. If your users seem to be acting “stupid” during usability testing, your interface is not intuitive.
