There is a difference between advising people to train with firearms, and having government mandate that. That difference is coercion, violence. Do you really have such faith in the rulers that this position will never be abused? That more and more people will not be denied though failing to qualify over ever-more rigorous, time-consuming and expensive standards?
I prefer that people be trained and responsible, but if some woman walks off the street needing immediate protection from a stalker, I am not going to stop her from getting it. A DAO revolver is a very simple tool, and it does not take much to convey to her how to work it well enough to do what she wants from it. Adding government mandates to this picture is not an improvement!
Anyway this view has the premise that government is here to protect us - rather than what seems more likely, that it is here to prey on us, while keeping us unaware of the fact by large volumes of propaganda.
