Lines of code aren’t a good indicator, or indicator at all, because better engineers usually provides better code with less lines. Significantly less. Moreover, less code, if it is not two smart and cryptic, is more desirable. Engineers with more experience knows what libraries to use and knows how to reuse their code. This is productivity issue and engineers are not equally creative all the time. Instead lines it is far better to have project managers that have experience with development so they can track estimation, and QA people that can track other work. And of course, good code review system so there is no technical depth.
