Greeks, Italians, Europeon and South Americans have a long history of rule bending. They become creative with laws so they remain upstanding law abiding citizens.

If Italy wants to reduce pollution, and license plates with an even numbers are allowed on the road every second Sunday, and uneven on the other Sunday…Italians will have two number plates.
