Great article and arguments. But charters do attract families who have the capacity to navigate enrollment systems. These families tend to have children who perform better since the family is in tune with the value of education. So charter schools pull these families away from traditional public schools. At thriving , thoughtfully integrated public schools such as in Berkeley, California, students of color and students of low socioeconomic means are integrated throughout the city. The schools then have a sharing of resources across the whole system and all kids thrive.
