Think for example of Haussmann’s renovation of Paris, or the Paris metro project, or the Hoover dam in the USA. What if instead of building that infrastructure, the money was distributed among all Parisians (or Americans) over those years. What would be the difference in positive effects, 200 years later?

We don’t know, because the money was stolen by the state to build their pet projects (at an inflated cost to benefit their cronies). The opportunity cost can never be qualitatively evaluated.
