If you’re using ECS with EBS Volumes then:

  1. Be careful, as using persistent data with Docker is full of gotchas.
  2. Set maximum percent to 100% so you don’t deploy extra containers and hit the deadlock situation you’re describing.
  3. Set minimum percent < 100% so ECS can undeploy an old container first, thereby releasing the EBS volume, and then deploy a replacement. However, getting AZs to match up will still be tricky.
