Gorsuch is “… likely to limit federal agencies’ ability to make new rules protecting workers and the environment.”

I’d rethink that. What he’s actually done is question a Supreme Court ruling that says courts should defer to agency interpretations of Federal regulations. He’s indicated that courts should be assertive about having final say. Yes, if the agency interpretation is in favor of worker protections and a court sees it differently the result may be as you say. But bear in mind that Trump is now making those agency appointments, and there are a lot of Democrat-appointed judges. Gorsuch’s premise, if adopted by SCOTUS, may end up having the opposite effect of what you fear, at least during this Administration’s term.
