I get that, I'm trying to say something similar in that it's harder and for some, missing different elements can make it at least feel impossible to move up.

That those people who do need those specific elements tend to be the ones left behind and vulnerable to radical exploitation are the ones most often excluded from fulfilling them because they find it harder to leapfrog up.

Again, not a universal experience and not saying it's anyone's responsibility but the individual (at least until we hopefully return to community centered ideas) but it doesn't change it being something people have power to influence for good or ill.
