A significant part of this already there, actually: have a look at http://antetype.com – AFAIK the only current high-definition design and prototyping tool that is able to truly handle dynamic adaptive layouts for any screen context (desktop applications, web, mobile apps, …). Antetype has it’s shortcomings in other areas (I am still deeply missing animation capabilities), but Photoshop and even Sketch nonetheless feel pretty clumsy and oh-so-last-century in comparison.

And still, the space for improvements in the digital product designer’s toolbox: is vast (and contains multitudes of possibilities).
