I feel that the solution, as crazy as it might sound, is implement some sort of diminishing returns to one’s activities, and actively discourage people from spending more time than they should at the site, maybe even freeze their accounts for some time if they are too addicted to that place.

That would also be valid for the moderators, their elected jobs should be merit-based, but temporary.

At the same time, lower the entrance barrier. These newbies should be encouraged to contribute at a fairly prolific rate, until they trip the above case.
