It would have to be implemented in a way such that the level at which UBI distributions are set is tied to economic growth, if is to have any chance of being a force for liberation.

Unfortunately, this is not the typical model that is proposed. UBI is popular among so-called “bleeding-heart libertarians” who see it precisely as a way to stave off social unrest and economic catastrophe (read: revolution), and, as such, UBI proposals typically take the form of a subsistence wage pegged to inflation. This, of course, would result in a perpetual subsistence wage: just enough to prevent starvation (read: revolution), but not enough to break the shackles of capitalism.
