Lochte played to the narrative of Brazil is a dangerous places for tourists. The Brazilian police played to the Bro American who feels superior story. Either way, I feel like there is a pattern at the Olympics where athletes get in trouble for sex, booze, party, or whatever. Most (all?) Olympic Teams had tough rules of behavior for their athletes. I call this the "abstinence of fun" strategy. It fails *100%* of the time. What teams should be doing (maybe the IOC itself) was to provide guidance on how to have fun at these places. A little rule of engagement about each location would go a long way. Telling people not to party or to behave in strict ways is just unattainable.
