I call this the "abstinence of fun" strategy. It fails *100%* of the time. What teams should be doing (maybe the IOC itself) was to provide guidance on how to have fun at these places. A little rule of engagement about each location would go a long way. Telling people not to party or to behave in strict ways is just unattainable.
