Legazpi has been heralded by APEC as the second most livable city (second only to Iloilo) and despite being hit by strong typhoons, damage to property and lives are kept at a low rate- thanks to the extensive drainage system and water pumping stations. The city is second to none when it comes to disaster risk reduction being chosen by the UN as its model when it comes to DRRM as well as by Harvard to conduct its disaster risk reduction study on it.
