You are very right on this, the program needs to have sufficient resources in order to offer a great bilingual education. A simple thing we can talk about is books. We seem to have great textbooks for students but is there the same amount of texts in Spanish as well? Authors seem to focus on English textbooks, or if their is a translation, I have also heard translations are not as good as they should be. Who knows.
