NAPA Proposes New Job Classification for PMIAA
The Program Management Improvement and Accountability Act (PMIAA) is making headway through the federal government. This Act passed by former President Obama in 2016 would create a separate Program Manager position. The National Academy for Public Administration (NAPA) conducted a thorough study regarding PMIAA’s implementation. NAPA presented its finding proposing that the Office of Personnel Management (the federal government’s HR agency), should create a separate job classification number specifically for project managers and program managers.

As a former federal employee, the government already has 0340 classification for Program Manager; but, the PMI and NAPA want OPM to go further and build it out by grade level. The OPM General Schedule system goes from GS-1 to GS-15. Currently OPM does not have the 0340 classification going from GS-1 to GS-15. Moreover, the title project manager is not captured anywhere in OPM.
