You’re right, News is in the iCloud settings, presumably to sync content and recommendations, For You section, Saved items, etc. I would love to find them take that and merge Safari Reading List and Saved items from News together. I’ve just not seen any evidence of that at this time. I hope I’m wrong and they surprise me with a Mac app, iCloud.com app, and a merged Reading List and Saved News list.
