Alex, you do not seem to have a complete or accurate understanding of what UX is. The user experience is not limited to the human machine interaction. Here’s how Don Norman defines UX: “User experience” encompasses all aspects of the end-user’s interaction with the company, its services, and its products.” from https://www.nngroup.com/articles/definition-user-experience/. If you’re not familiar with Don Norman or Jakob Nielsen, I recommend spending some time on their site or pick up a few of their books. “The Design of Everyday Things” by Don Norman would be a great place to start.

You also seem to conflate UX with UI, UI being the user interface. A user will always have an experience with a product or service. You have an experience with your accountant when you visit his office; is it comfortable, is he welcoming, does he speak clearly, is the office noisy. The experience is contextual as well as physical. To have no UX is to not experience the product or service. The likely intent of your article was to persuade readers that having a UI should be up to the user.
