Get paid to report corruption anonymously

The Purpose of this Article

This article describes a proposed system that will allow citizens to report corruption anonymously and receive rewards.

It is meant to inspire debate in the comments which will hopefully lead to agreed “next steps” to advance the proposal

Background

It is well-understood that blockchains offer the potential to reduce corruption by creating transparency in Government procurement.

This article notes for the first time that the privacy enhancing capabilities of crypto technology can be used to promote the reporting and prosecution of corruption.

A Description of the CLEAN COIN system

CLEAN COIN will be a decentralised autonomous organisation (DAO) with strict membership criteria. It will issue CLEAN tokens which will be redeemable for exactly $1.

Only members of the DAO will be allowed to purchase CLEAN tokens. Members may include,

  • Non Governmental Organisations, e.g. Transparency International
  • National Anti-corruption Agencies
  • Partner Banks
  • Accredited Press Accounts

Concerned citizens will be awarded CLEAN tokens for reporting corruption.

Functionality

Concerned citizens can,

  • upload encrypted evidence of corruption
  • upload unencrypted meta-data
  • notify their preferred anti-corruption organisation
  • receive CLEAN tokens as a reward for reporting corruption
  • anonymously convert CLEAN tokens to fiat currency
  • Send and receive secure messages

Anti Corruption Organisations can,

  • publish invitations to report corruption and a table of fees
  • decrypt encrypted evidence of corruption
  • make secure payments to citizens who report corruption
  • send and receive secure messages

An Example Use Case

This is an example to give an idea of how CLEAN COIN might work in practice.

Participants,

  • the Wonderland Anti-Corruption Task Force Education Team
  • Grumpy — an accounts payable clerk

The Wonderland Anti-Corruption Task Force Education Team (Task Force) want to reduce corruption in the purchase of school dinners for children. They send an email containing a QR code to all Department of Education employees offering a reward of $5000 for any reports that lead to prosecution or the prevention of fraud.

Grumpy is an accounts payable clerk. He knows his boss is corrupt but fears retribution if complains. However the prospect of getting $5000 for making a corruption report anonymously is very enticing.

Grumpy opens the CLEAN COIN app on his phone and scans the QR code from the Anti-Corruption Task Force. He then scans an invoice that shows that the Department is paying $12 for chicken breasts instead of the fair price of $4 (he knows that his boss and the supplier are stealing the difference).

The CLEAN COIN app encrypts the data with the Task Force’s public key and uploads it securely to the blockchain database.

The CLEAN COIN system notifies the task force of the new upload and they decrypt and clean it before uploading it to their own systems.

The Task Force prosecutes Grumpy’s boss and recovers several million dollars. The Task Forces authorises the payment of 5000 CLEAN coins to Grumpy.

Grumpy uses the CLEAN App to anonymously redeem the 5000 CLEAN coins to $5000 USD in his current account.

Summary

The CLEAN DAO changes the default in anti-corruption investigations. Now citizens are afraid of those who abuse their power. The CLEAN DAO will mean that the powerful have to fear every clerk, accountant and disgruntled mistress.
