PeerJ charges much less than this per article to most authors, who have a type of membership. And the overall cost to publish in Elsevier is as far as we can tell much higher than this, about $7000 https://svpow.com/2012/07/09/what-does-it-cost-to-publish-a-paper-with-elsevier/ . Individual funders switching to APCs does not result in canceled subscriptions, therefore the payments per article to Elsevier go up even more.
