The press conference garbage started with George W. Bush. His handlers would give questions to the reporters to ask and not allow any follow-ups so that G.W.B. would know the answers and wouldn’t be surprised by a question outside of what he could answer. I think it lightened up a bit under Obama, but it reached mad levels under Bush.
